The workshop having the “Conference for Cooperation and Security Increasing Precautions in Asia” as its subject and organized by Turkish Asian Center for Strategic Studies TASAM and Center for Strategic Research of the Foreign Ministry of T.R. was held in the Ankara Sheraton Hotel in February 8, 2010. In the meeting, which the Chairman of TASAM Süleyman ŞENSOY was the session leader of, CICA Task Force Leader of the Foreign Ministry of T.R.- Ambassador Bülent TULUN and Executive Director of CICA – Ambassador Dulat BAKİŞEV made speeches.

Chairman of TASAM Süleyman Şensoy started his speech by thanking the Center for Strategic Research of the Foreign Ministry of T.R., with whom they had worked in cooperation with, and the Executive Director of CICA Ambassador Dulat Bakişev, who had come from Kazakhstan only a short time ago just to participate in this meeting, in the name of himself and TASAM.

In his speech, Şensoy underlined how important the public diplomacy tools are in the foreign policy building processes of states and the connection between the ability to use these tools and the ability to proactively follow the policies in the foreign policy. He analyzed the evolution of the international system from a monopolar system to a multipolar one after the September 11in his speech and stated that the power balances of the world has slided from the line of Europe-Atlantic to the line of Asia-Pacific, and continued as “I don’t think that saying that 2010 would be the year of Asia in all around the world would be too exaggerated. Maybe some others have also said this before. The 19th century was a European century. The 20th century was a USA century in every aspect. And it seems that the 21st century will be an Asian century”.

Şensoy continued his words as follows:
“There have been many civil or official developments in economical, political, military areas in Asia in the last 10 years (particularly such as integration trials).The South Eastern Asia Project which was leaded by China has recently turned into a free market by getting institutionalized.  The Eastern Asia centered integration process was accelerated with the new government taking place in Japan. Russia has many initiatives that are carried out in its own region and surrounding. Thus, it is not quite possible to mention about a political union in the continent. Because there are many different parameters and problems. Asia has not also experienced the sociological experience of the European Union. However, especially in some certain economical and military areas, we all see that the regional integrations and cooperations have been rapidly institutionalized. CICA is a well established Project, similar to AGİT. We expect that the big successes gained during the term leadership of Kazakhstan will be progressed in the two years of Turkey’s leadership period, started by Juna 2010. Because, Asia has many economical, political and military issues and problems that have to be resolved. There are many problem areas in terms of achieving the aimed targets and for each country to obtain sustainable development, sustainable prosperity and security by themselves alone. In order to find a solution to most of these issues, CICA has to be much more active and become a mechanism that reconciles the parties. We find it very meaningful that CICA has been selected as the subject of today’s meeting.” 
Executive Director of CICA Ambassador Dulat Bakişev touched upon the institutionalization process of CICA, the idea of which was raised in 1992, and pointed out the incontrovertible role of the President of Kazakhstan, Nursultan Nazarbayev, in this institutionalization process. After stating that CICA comprised of many ideals, Dulat Bakişey declared that even though the primary target of CICA was seen as to increase the security environment in Asia, providing cooperation in areas such as economic development and human rights was also among the main targets. Within this sense, he mentioned that CICA was not only standing against traditional threats but also against some new challenges such as organized crimes and terrorism. 
CICA Task Force Leader of the Foreign Ministry of T.R.- Ambassador Bülent TULUN shortly touched upon the security theories in his presentation and stated that neither national nor regional security should be perceived within the framework of “Zero-sum game” and emphasized the fact that the gathering of different states of Asia, having all different benefits, together within CICA is a security increasing precaution in itself. The Ambassador Tulun mentioned about the importance of CICA for Turkey and affirmed that the term presidency to be acquired in the summit that will be held this year would reinforce the current activism.
The additional agenda article of “CICA Member Countries Think Tank Organizations Forum Related Information Presentation” was also presented in the meeting. The information and file sharing of the “CICA Member Countries Think Tank Organizations Forum” that is planned to bring together the think tank organizations of member countries during the process of “the Conference for Cooperation and Security Increasing Precautions in Asia (CICA/AİGK) Summit for the Heads of State”, which will be organized in the June of 2010 in Istanbul with the participation of Head of Governments and States of CICA member countries, was also given in the meeting.
After the presentations, the participants including ambassadors, diplomats, representatives of think tank organizations and academicians contributed to the meeting by asking questions and sharing their own ideas.
The Asia Meeting of TASAM with the agenda of CICA was concluded after the evaluation speech of the Chairman Şensoy.
